House of Representatives, pinag-aaralan na ang panukalang batas na magre-regulate sa pagbili ng sasakyan kung walang parking space

Sinimulan na ang pagdinig sa panukalang batas na nalalayong iregulate ang pagbili ng mga sasakyan lalo na kung walang sariling parking space.

Nakapaloob sa house bill no. 5098 na kailangan munang magpakita ng katunayan na mayroon maayos na paradahan bago payagang makabili ng sasakyan ang sinoman.

Ayon kay Valenzuela Rep Sherwin Gatchalian, ang may akda ng panukalang batas, layunin nito na mabawasan ang mga sasakyan na naka-park sa mga kalye na nagiging sagabal sa mga motorista at pedestrian.

Inihalimbawa ng mababatas ang proof of parking rule sa Japan kung saan kailangan munang kumuha ng parking space certificate ang mga motorista upang maiparehistro ang sasakyan.

Ibig sabihin dapat atasan ang mga car dealer na huwag magbenta ng sasakyan sa sinumang buyer kung walang maipapakitang katunayan na mayroon syang parking space. Maaari namang bigyan ng hanggang tatlong buwan ang prospective car owners na nakahanap ng parking space at alisin na sa kalsada ang kanilang sasakyan.

Kung malilinis aniya ang mga kalye sa mga nakaparadang sasakyan magagamit ito bilang secondary roads sa mga motorista upang hindi lahat ay maipon sa EDSA.

Batay report ng Chamber of Automotive Manufacturer of the Philippines Inc. tumaas ng 21% ang bentahan ng sasakyan sa first semester pa lamang ng taon.

Umabot sa 131, 455 ang mga sasakyang nabenta first semester ng 2015 kumpara sa 108,957 noong nakaraang taon sa kaparehong panahon. Dumalo sa pagdinig ang ilang car dealers subalit pag-aaralan daw muna nila ang panukalang batas bago magbigay ng kanilang posisyon.(Grace Casin/UNTV Correspondent)

Panukalang batas para sa mas malawak na Anti-Trafficking, inihain na sa Kamara

METRO MANILA – Inihain noong August 25 ng House Committee on Welfare of Children sa plenaryo ang panukalang batas na nagsasama sa pang-aabusong sekswal online bilang bahagi ng human trafficking.

Sa ilalim ng panukalang batas, idaragdag sa Republic Act 10364 o Expanded Anti-Trafficking Act ang mga online offense gaya ng production of child sexual abuse and exploitation materials (CSAEM) and online sexual abuse.

Sakop rin ng panukalang batas ang pagbibigay awtorisasyon sa Philippine National Police (PNP) at National Bureau of Investigation (NBI) na maharang ang anumang komunikasyon o “wiretap” upang matugis ang gumagawa ng nasabing krimen.

Ayon kay Committee Chair Yedda Romualdez, isa sa layunin ng panukalang batas ay upang aksyunan ang mga trafficking activities na nagaganap online.

Congress to hold Special Session on Monday to tackle how to scale up efforts vs COVID-19

Leaders from the Executive and Legislative branches of the government met today to discuss how to work together to strengthen government efforts in responding to the COVID-19 situation.

The Executive branch will provide its proposed measure to the legislators immediately.

The proposed bill aims to further empower and give the government the flexibility it needs to address the present health emergency.

The proposal also seeks to grant authority to President Rodrigo Duterte to do what may be deemed necessary to fund measures to address and respond to the COVID-19 health emergency, including recovery and rehabilitation efforts.

It also aims to give flexibility for needed realignments in the budget of concerned agencies so they can prioritize the provision of immediate healthcare needs, as well as food and cash assistances to affected Filipinos, particularly those that belong to vulnerable sectors.

The leaders agreed to hold the Special Session on March 23, Monday, at 10am.

Both Houses of Congress, through Senate President Vincente Sotto III, and House Speaker Alan Peter Cayetano, have expressed their readiness and have committed immediate action on the matter. — Vincent Arboleda

65-year-old member of the Congressional staff died due to COVID-19

A 65-year-old member of the Congressional staff passed away due to COVID-19.

According to House of Representatives Secretary General Atty. Jose Luis G. Montales, the person with underlying medical conditions had no travel history to any country with confirmed COVID-19 case and no know exposure to a confirmed case.

He attended a garden wedding on March 7.

He went to St. Luke’s in Quezon City on March 10 after developing low-grade fever. Tests showed normal results, and he was sent home for further observation.

The next day, he started having dry cough, and his fever persisted.

He returned to St. Luke’s on March 13, where he was placed in isolation and then admitted to the critical care unit and intubated.

On March 15 he was transferred to the ICU, and was considered a Patient Under Investigation.

He underwent testing for COVID-19.

According to Secretary General Montales, their medical doctor later said that the DOH informed them that the Congressional staff member tested positive for the disease. — Vincent Arboleda
