MANILA, Philippines – Mabilis na naipasa sa House Committee on Ways and Means ang panukalang batas na naglalayong itaas ang buwis sa alak.
Ginamit ng kumite ang House Rule 10 Section 48 na nagsasabing kapag ang isang panukalang batas ay maituturing na priority measure ay maaari na itong agad aprubahan ng kumite sa pamamagatin ng majority vote dahil ito ay tinalakay at naipasa na noong 17th Congress.
Nakapalood dito na itataas ng 10% ang preso ng mga alak. Ang pondong makakalap ng pamahalaan na gagamitin naman para pondohan ang Universal Health Care program ng gobyerno.
Kabilang rin ito sa mga panukalang batas na binanggit ni Pangulong Rodrigo Duterte sa kanyang Ika-Apat na SONA.

43 mga kongresista ang bumoto pabor para ipasa sa kumite ang House Bill number 1026.Tiniyak naman ng kumite na bibigyan ng pagkakataon ang mga kongresista na nais busisiin ang panukalang batas sa isasagawang deliberasyon sa plenaryo.
“How can we continue intelligently on this bill if we the returnees and the first timers were not present in the full deliberations in the previous congress?” ani Cagayan De Oro Rep. Rufus Rodriguez.
“We are affording in fact the 80 new comers to make a footprint to this vital legislation in nation building.” ani House Committee on Ways and Means Chairman, Rep. Joey Salcelda.
Samantala tinatalakay na rin ng kumite ang trabaho bill na naglalayong ibaba sa 20-25% ang corporate income tax mula sa kasalukuyang 30%.
Kapag naisabatas, inaasahang makaaalit ito ng mas maraming investors na mamuhunan sa bansa na magdadala ng mas maraming trabaho.

METRO MANILA – Inihain noong August 25 ng House Committee on Welfare of Children sa plenaryo ang panukalang batas na nagsasama sa pang-aabusong sekswal online bilang bahagi ng human trafficking.
Sa ilalim ng panukalang batas, idaragdag sa Republic Act 10364 o Expanded Anti-Trafficking Act ang mga online offense gaya ng production of child sexual abuse and exploitation materials (CSAEM) and online sexual abuse.
Sakop rin ng panukalang batas ang pagbibigay awtorisasyon sa Philippine National Police (PNP) at National Bureau of Investigation (NBI) na maharang ang anumang komunikasyon o “wiretap” upang matugis ang gumagawa ng nasabing krimen.
Ayon kay Committee Chair Yedda Romualdez, isa sa layunin ng panukalang batas ay upang aksyunan ang mga trafficking activities na nagaganap online.

METRO MANILA – Nakapag- report ang Bureau of Internal Revenue (BIR) sa Department of Finance (DOF) sa nakolekta nitong ₱547.9M buwis mula sa naipasarang 178 establisyemento mula noong Enero hanggang Setyembre ng kasalukuyang taon.
Ayon sa report ni Finance Secretary Carlos Dominguez III, nakapag- file ang BIR ng 14 na kaso sa Court of Tax Appeals (CTA) upang makolekta ang ₱338Mna tax liabilities mula sa iba’t ibang respondents ng nasabing mga kaso.
Sa pahayag ni BIR Deputy Commissioner Arnel Guballa sa nakaraang pagpupulong ng DOF Executive Committee, ang operasyon laban sa 178 na ipinasarang establisyemento ay sang-ayon sa Revenue Memorandum Order (RMO) No. 3-2009 o ang “Oplan Kandado Program”.
Dagdag ni Guballa, 72 complaints ang nakahain sa Department of Justice (DOJ) para sa halos ₱3.4B na tax liabilities, at ngayon ay nasa ilalim na ng preliminary investigation.
Noong 2019, nasamsam ng BIR ang kabuuang ₱1.92B mula sa Oplan Kandado Program bilang resulta ng pansamantalang pagpapasara ng 743 na establisyementong may iba’t ibang violations sa National Internal Revenue Code.
Tumaas ng 218.88% ang improvement rate ng BIR sa implementasyon ng Oplan Kandado Program kaysa noong 2018 na 233 establisyemento lamang ang naipasara. Tumaas din sa 140.76% ang koleksyon ng nasabing departamento na umabot sa ₱799.47M noong 2019.

Leaders from the Executive and Legislative branches of the government met today to discuss how to work together to strengthen government efforts in responding to the COVID-19 situation.
The Executive branch will provide its proposed measure to the legislators immediately.
The proposed bill aims to further empower and give the government the flexibility it needs to address the present health emergency.
The proposal also seeks to grant authority to President Rodrigo Duterte to do what may be deemed necessary to fund measures to address and respond to the COVID-19 health emergency, including recovery and rehabilitation efforts.
It also aims to give flexibility for needed realignments in the budget of concerned agencies so they can prioritize the provision of immediate healthcare needs, as well as food and cash assistances to affected Filipinos, particularly those that belong to vulnerable sectors.
The leaders agreed to hold the Special Session on March 23, Monday, at 10am.
Both Houses of Congress, through Senate President Vincente Sotto III, and House Speaker Alan Peter Cayetano, have expressed their readiness and have committed immediate action on the matter. — Vincent Arboleda
